Job Responsibilities & Qualifications:

Primary Function

Coordinate issues and their resolutions with the North Carolina Department of Health & Human Services and Health Axis Group. Create and deliver reports and files as needed. Analyze and report data from external resources as needed. Design, build and test ad-hoc databases for CIHA use. Responsible for following defined policies and procedures.  Applies diagnostic techniques to identify problems, investigate causes and recommend solutions to correct failures. 

 

Job Description

  • Develop and write computer programs to perform specific tasks related to organizational goals.
  • Understands and follows NIST standards.
  • Develop internal databases for CIHA departments as needed.
  • Develop internal databases as needed for TO department.
  • Create workflow diagrams and charts to demonstrate the functionality of programs before coding them.
  • Run software tests to spot and resolve bugs and inconsistencies.
  • Write code for software patches and bug fixes.
  • Work with team members to find creative, innovative solutions to problems.
  • Collaborate with other departments to understand their needs and devise ways to accommodate them with software.
  • Perform regular audits to identify software inefficiencies and mastermind ways to improve workflow.
  • Write and continually update documentation for all programs for internal and external reference.
  • Responsible for implementing least privilege practices regarding any created MCO software.
  • Other duties as assigned.

    Education/Experience/Minimum Qualifications

  • Bachelor’s degree in an Information Technology field; or equivalent experience; or an equivalent combination of education and experience required.
  • 2+ years of experience in a computer programming role required.
  • Must have experience working with Information Systems concepts and technologies.
  • Should have a strong working knowledge of programming languages such as Java, Python, C++ and more.
  • Should be a creative problem solver who excels at thinking logically and works well in collaborative settings. 
  • Strong attention to detail and ability to spot tiny errors or inconsistencies in code.
  • Must have excellent creative problem solving skills.
  • Excellent communication skills and ability to work with a team.
  • Knowledge of programming languages such as Python, Java, JavaScript, C++, and Ruby on Rails, Mumps and more as needed.
  • Ability to administer and program SQL databases is required.
  • Up to date on the latest software innovations and committed to continually building on existing knowledge and skills.
  • Exemplify superior time management skills and capable of working productively with minimal supervision.
  • Ability to follow directions closely and accurately.
  • A desire to innovate and create cutting edge programs.
  • Analytical and problem-solving abilities. 
  • Strong customer service, and telephone skills, including the ability to handle difficult situations patiently and tactfully.

  • Able to read and understand technical manuals, procedural documentation, and OEM guides.

Internal professional contacts include the program directors, coworkers, auditors, governmental agencies, vendors and the general public to exchange, and/or provides information. Interpersonal skills are required along with tact, decorum, and professional etiquette. Incumbent assists in developing contracts and contacts.

 

Confidential Data

Have indirect access to most CIHA medical data, vendors, personnel files, memos, and financial standing of affairs. All types of information must be kept confidential. Must adhere to the non-disclosure/confidentiality agreement of CIHA in performance of duties.

 

Mental/Visual/Physical Environment

Moderate physical exertion.  Usually requires handling moderate weight materials; or includes standing, walking, bending, stooping, climbing; or requires repetitive and sustained exercise of motor ability; or requires remaining in a constant position; or requires close visual effort of a straining nature; in excess of 50% of the time. Incumbent must be able to lift 50 pounds.

 

Communication Skills

Requires frequent communications with supervisors, coworkers, and end users of the equipment and software.  Purpose includes explaining services, rules or procedures, or providing instructions, directives or education regarding the equipment and software in user-friendly language.  Also involves the communication of commitments and technical advice.  Effective interpersonal and relationship-building skills.  Requires extensive communication skills, tact and discretion in order to maintain goodwill, obtain cooperation, discuss problems and make recommendations.
