Job Responsibilities & Qualifications:

Job Summary

Works directly with the Systems Administrator II and the Director of Information Technology in planning, designing, executing, implementing, modifying, and evaluating a wide variety of complex technical projects. Performs a variety of technical and repair functions to provide assistance and training for users of the computer system of the CIHA. Monitors problems with software and hardware and oversees the application of programs to facilitate maximum use of the systems and programs. Performs specified duties in support of all CIHA Programs. 

Essential Duties and Responsibilities

  • Provides the entire CIHA computer server user community with technical support solving problems, answer questions, training, in all areas concerned with the use of desktop hardware and software.
  • Assists the Systems Administrator II with administration of the physical and virtual server environment as well as systems infrastructure (racks, power and UPS).
  • Assists the Systems Administrator II with administration of the Network Attached Storage arrays (NAS) and Storage Area Network appliances (SAN).
  • Assists the Systems Administrator II with administration of the Email server, email clients and distribution groups.
  • Works with Security Administrator to manage Active Directory settings.
  • Works with the Network Administrator to maintain internal and external network connectivity as well as DNS records.
  • Assists the Systems Administrator II with planning, designs, implements, monitors, and the methodologies and actions within his/her assigned area, to determine application efficiency and effectiveness.
  • Assists the Systems Administrator II with feasible and economically sound problem resolutions/system improvements.
  • Assists the Systems Administrator II with the evaluation, recommendations, and purchase of new equipment and software.
  • Assists the Systems Administrator II with the analysis of server needs and contributes to design of server and application architecture, integration, and installation.
  • Assist with network security of servers and shared folders.
  • Assist with administration of group policy and active directory.
  • Evaluates server hardware and software requirements and capabilities and makes recommendations to the Director of Information Technology.
  • Assists the Systems Administrator II with the configuration, price and specifications Server Equipment and software as needed.
  • Assists the Systems Administrator II with the installation and maintenance of server hardware and software, including servers, peripherals, and wiring.
  • Assists the Systems Administrator II with maintaining around the clock support processes for all facets of server systems, system patches (including Operating systems, applications, Exchange, etc.), backup appliances, and SANs.
  • Assists in the movement or relocation of computer and server hardware.
  • Assists in communicating CIHA needs to outside consultants or programmers as needed.
  • Assists the Systems Administrator II with the backup inventory of server equipment as deemed necessary to ensure continuous operation of the computer systems of CIHA.
  • Performs preventative and routine repair service to servers including cleaning, upgrades, troubleshooting, and repair.
  • Performs technical work or systems using appropriate precautions as to not cause damage to computer equipment of the CIHA.
  • Stays abreast of rapidly changing technology and assists in determining what future changes should be incorporated into computer systems of CIHA.
  • Performs technical work on business application using appropriate precautions relating to data entry, following approved policies and procedures, and maintaining all regulations relating to Personal Health Information that includes HIPAA.
  • Performs all duties according to established safety guidelines and CIHA policies.
  • Installs or assists other service personnel in installation of hardware and peripheral components such as monitors, keyboards, printers, and disk drives on users’ premises.
  • Provides updates, status, and completion information to the Systems Administrator II, IT Director, other IT employees, and end users via email, voice, or other personal communication.
  • Visits vendors to learn about available products, enhancements, or services.
  • May be necessary to work when Administrative Leave is granted, if patient care would be compromised.
  • Performs other duties as assigned.

 

Education/Experience/Minimum Qualifications

  • Associate’s degree in Information Systems, Computer Science required.
  • Three years of experience in Information Technology field required with preference given to candidates within a hospital environment.
  • Two years of experience with Virtualization technologies required.
  • One year of experience with SAN/NAS Administration required.
  • One year of experience with Microsoft Exchange Server 2012 or above required.
  • Experience with Microsoft WSUS and/or SCCM preferred.
  • Experience with Endpoint Protection Administration preferred.
  • Experience with Windows 2008 and newer Server Administration including all components such as IIS, DNS, Active Directory Group Policy, File and System Security and Windows preferred.
  • Virtual Infrastructure Certification is preferred.This includes and not limited to VMWare, HYPER-V, Citrix Certifications.
  • Microsoft MCSA certification preferred.
  • Microsoft MCSE Exchange Certification preferred.
  • Must have experience working with concepts and technologies of Information Systems.
  • Must have experience with maintenance and patch deployment.
  • Must have experience with configuration and maintenance of Application, Database, File and Print Servers.
  • Must possess excellent troubleshooting skills.
  • Must possess a Valid North Carolina Driver’s License.

 

Job Knowledge

  • Problem solving and documentation of current and new servers in both physical and virtual environments.
  • Performs data management services, server tuning, and directory services maintenance.
  • Increases reliability and enhance efficiencies by implementing third party tools and scripts.
  • Ensures compliance to security standards, policies and guidelines across the hospital network.
  • Provides business continuity through thorough backup and restore procedures, and periodic testing of outage scenarios.
  • Assists in the operations and maintenance of the local area network. Third level support for desktop resolution issues, backing up the Service Desk, Desktop, and Network Technicians.
  • Administers the Disaster Recovery environment.
  • Configures and maintains monitoring of network devices, applying application patches and updates, facilitating service request fulfilment, and safeguarding hospital and patient data.
  • Must be skilled in tactfully working with people in coordination activities.
  • Communicates effectively with management, within the healthcare community, with medical professionals and with system users in the Cherokee Indian Hospital and support areas.
  • This department works mostly with the team concept and shared knowledge.
  • Must know security methods within networks and know how to supply this security throughout the network and Internet connections.

Complexity of Duties

  • Constantly evaluates and modifies existing systems to meet operational requirements.
  • Must understand all ramifications and effects of any changes to the system.
  • Must use problem-solving skills and be able to analyze data in performing job duties.
  • Must use professional judgment to interpret and prioritize to provide for the needs of CIHA.
  • Leverages extensive technical expertise and knowledge of end user workflows to oversee the planning, development, implementation and support of hospital information systems/solutions.
  • Ensures that systems are implemented and functioning under the guidance of acceptable CIHA policies and procedures and meet all regulatory requirements.
  • Develops and manages complex projects.
  • Provides work direction and guidance to the analyst and project staff as needed. For the purpose of a project or assignment, may report to a Manager or Assistant Director.

Internal professional contacts include the program directors, coworkers, auditors, governmental agencies, vendors and the public to exchange and/or provide information. Interpersonal skills are required along with tact, decorum, and professional etiquette. Incumbent assists in developing contracts and contacts.  Consistently demonstrates customer service skills to patients and internal/external customers by displaying Right Way behaviors and skills.

 

Confidential Data

Has indirect access to most CIHA medical data, vendors, personnel files, memos, and financial standing of affairs.  All types of information must be kept confidential. Must adhere to HIPAA and to the non-disclosure/confidentiality agreement of CIHA in performance of duties. Must maintain HIPPA compliance at all times.

Mental/Visual/Physical Environment

Close attention to detail and mental concentration for extended periods of time are required with systems problems and applications. This is a multi-tasking position, which is subject to frequent interruptions requiring varied responses. Must deal with multiple situations concurrently. Must work within scheduled deadlines.  Must have ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Must frequently use creative thinking to complete tasks or solve problems. Physical efforts require mobility, reaching, bending, manual dexterity, and visual acuity. Must be able to lift up to forty pounds without injury.

Work Environment

Usually works in a normal business office environment with occasional travel to other locations and on-call status 24/7.

Supervision Received

Incumbent works under the guidance of the Systems Administrator II.  The ability to plan and work independently is required.

Extent of Supervision

The incumbent is not a supervisor but may on specific projects, direct one or two others in accomplishing completion of the project. General supervision required with responsibility for costs, methods of projects and personnel. Must be accountable for actions that may affect others in accomplishing the goals and objectives of the facility. 

Responsibility for Accuracy

We must use professional judgment to interpret and prioritize to provide for the needs of CIHA computers, e-mail, and other information system components must be set up to ensure that they are providing the intended service. If these services are interrupted, it could cost CIHA financially, and otherwise.
